General Secretary Xi Jinping's proposal on the "Proposals of the Central Committee of the Communist Party of China on Formulating the Thirteenth Five-Year Plan for National Economic and Social Development" puts forward: innovative, coordinated, green, open, and shared development concepts, which are useful for solving development problems and enhancing development. Driving power and cultivating development advantages are of great guiding significance.

During the "Thirteenth Five-Year Plan" period, the total economic output of the industry has maintained steady growth, with an average annual growth rate of about 6.5% in total output value. By 2020, the total output value of the coatings industry is expected to grow to about 560 billion yuan; the output is calculated at an average annual growth rate of 5%. The focus and direction of industrial structure adjustment encourage the development of chlorinated titanium dioxide production with a single-line production capacity of 30,000 t/a and above, and using titanium-rich materials (artificial rutile, natural rutile, and high-titanium slag) with a titanium dioxide content of not less than 90% as raw materials. Process; restrict new sulfuric acid titanium dioxide production equipment; eliminate sulfuric acid titanium dioxide production equipment with a single-line production capacity of less than 20,000 tons. In the titanium dioxide industry, through resource integration and reorganization, the focus is on creating 2-3 companies with an annual output of more than 300,000 tons in the sulfuric acid process, and 2-3 companies with an annual output of more than 100,000 tons in the chlorination process. Focus on cultivating companies with great development potential and cultivate into a brand with global influence, laying a solid foundation for China to become a powerful country in the manufacture of titanium dioxide.

Yield. The output of iron oxide pigments is expected to increase from 680,000 tons in 2014 to 800,000 tons in 2020.
The key directions and goals of industrial layout adjustment. During the "Thirteenth Five-Year Plan" period, my country's iron oxide pigment industry must change its extensive development mode. Through mergers and reorganizations and elimination of backward production capacity, the industry concentration will increase by 15% compared with the end of the "Twelfth Five-Year Plan" period.
2 Projects that should be focused on research and development during the "13th Five-Year Plan" period in the coating industry
2.1 Basic theoretical research and development project suggestions for coating application
2.1.1 Applied basic research
During the "Thirteenth Five-Year Plan" period, the basic research of my country's coatings industry should strengthen existing advantages, cultivate new advantages, and obtain a batch of international The landmark achievements of the advanced level have greatly improved the overall level of basic research in the coatings industry.
It focuses on systematic research on coating formulation design theory, coating film formation mechanism and film formation kinetics, coating rheological behavior, coating protection mechanism, and coating functional characteristics mechanism. A new systematic theoretical study on new resins, functional pigments and fillers, environmentally friendly multifunctional additives and other raw materials to guide the overall development of coating application technology.
The main theoretical researches on coatings are as follows:
(1) Research on water-based industrial coatings. Including scientific and technological research on water-based industrial coatings such as anti-corrosion, automobiles, ships, wood, steel structures, etc., including the relationship between the resistance of water-based coatings and the structure of film-forming substances, film-forming mechanism, pigment dispersion mechanism, film flow and leveling mechanism; Special attention should also be paid to the mechanisms that help to improve the performance of water-based coatings, such as the anti-flash rust of water-based anti-corrosion coatings, the mechanism of improving early water resistance, the anti-swelling mechanism of water-based wood coatings, and the mechanism of water-based automotive coatings to achieve a compact coating process.
(2) Scientific and technological research on UV-curable coatings. Including the research of water-based UV-curable coatings and UV-curing of powder coatings, the research of new curing mechanism of UV-curable coatings thick coatings and lacquer.
